Register Your Business
You will need to file business formation documents through the Kansas Secretary of State office to register your business. To begin, visit their KanAccess portal and sign up to create a profile. There will be different documents required, depending on your business structure.

Business Tax Applications
The type of business taxes you will pay depends on the structure of your business. There are forms at both the state and federal level you may need to complete in order to stay current with business tax requirements.

Obtain Specialty Licenses and Permits
As mentioned in the Planning phase, certain businesses require permits and licenses to operate in the state of Kansas. Examples of such businesses include restaurants, real estate companies, businesses serving liquor, health care providers, child care providers, and businesses offering cosmetic services - just to name a few.
The Kansas Business One Stop website provides a list of business types and licensing organizations so you can submit your application(s). Kansas Business One Stop also features helpful “Business Starter Kit” guides to assist with the various aspects of obtaining specialty licenses and permits.

Obtain a Certificate of Occupancy for Your Location
In order to ensure public safety, a Certificate of Occupancy issued by the City of Liberal is required to use a building or structure for your business location (home occupied businesses are excluded from this requirement). The Building Department and Fire Department will inspect your location to determine whether there are any hazard mitigation requirements or other safety regulations that need to be addressed. You may schedule a building inspection by calling the Building Department at . Please provide at least a 4-hour lead time to schedule. There is no fee for this inspection or license. The Certificate of Occupancy must be issued prior to your city business license being issued.

Apply for Your Business License
If you conduct business in Liberal, each business location inside city limits must carry a separate license. The business license application process allows the City of Liberal to learn more about your business and the services/products you offer.
Registration forms for a business license may be obtained from the Administration department at City Hall, 324 N. Kansas Ave., or online. There are supporting documents which may be required, such as your State of Kansas licenses or permits. Your complete application and a $20.00 registration fee can be submitted at City Hall or mailed to the City of Liberal at P.O. Box 2199, Liberal, KS 67905-2199. The timeline for reviewing your application and issuing your business license may take up to 3 weeks.
